Applies to: This instruction applies to all military and civilian personnel in the SMC and programs under AFPEO for Space.
EVM is required for all contracts designated as major acquisitions for development in accordance with FAR Subpart 34.201 and OMB Circular A-11, Part 7. (paragraph 2)
The requirement for EVM applies to contracts with acquisition (including acquisition of services), upgrade, modification, or materiel maintenance programs, unless a waiver is obtained from the Milestone Decision Authority (MDA). (paragraph 7)
EVM is optional (risk based decision at the discretion of the PM) for Cost-Reimbursement /Incentive contracts with a total estimated contract value (including options) of less than $20M. (paragraph 7)
EVM applicability is limited for Firm-Fixed Price contracts (FAR Subpart 16.202) regardless of dollar value and must be approved by the MDA based on a business case analysis. (paragraph 7)
