It covers toxic propellant operations, facilities handling unconventional propellants, sheltering by hazard zone, and launch risk assessments. It requires total aggregated launch risk to remain within 100 IAM and toxic exposure risk within 30 IAM.
Applies to: This publication applies to all operations that involve toxic propellants or toxic combustion byproducts, and to facilities that store, handle or transfer unconventional propellants.
The total aggregated launch risk must not exceed 100 in a million (IAM), in accordance with AFSPCMAN 91-710, Vol 1, para 3.2.
Sheltering is recommended only for individuals especially sensitive to low levels of industrial odors. (paragraph 1)
Await “all clear” from On-Scene Commander or his/her representative before leaving the site unless an emergency situation requires immediate evacuation. (paragraph 1)
If an individual notices breathing discomfort or skin irritation, they will be directed to take shelter or evacuate by the Launch Support Team (LST) Chief pre-launch, and by the Emergency Operations Center (EOC) Director post-disaster. (paragraph 2)
Motor vehicles with engines off and windows and vents closed do qualify as adequate sheltering. (paragraph 2)
