Each LOTO device shall be removed only by the authorized employee who applied it. (paragraph 2)
Authorized employees shall remove all LOTO devices and restore the energyisolating device to the “ON” position. (paragraph 3)
When servicing or maintenance is conducted by a crew, craft, department, or other group, a procedure ensuring an equivalent level of protection to personal lockout or tagout devices shall be employed IAW 29 CFR 1910.147(f)(3)(i). (paragraph 3)
Specific procedures shall be implemented during shift or personnel changes to ensure the continuity of lockout or tagout protection, including provision for the orderly transfer of lockout or tagout device protection between off-going and oncoming employees, minimizing exposure to hazards from the unexpected energization, start-up, or the release of stored energy (29 CFR 1910.147(f)(4) / DAFMAN 91-203, 21.6.4.). Deenergize all systems and reapply energy control measures IAW 29 CFR 1910.147(d), continue the servicing and/or maintenance. (paragraph 3)
