OSANABI44-190 implements Air Force drug demand reduction manuals and establishes program organization, procedures, and areas of responsibility. It covers random testing, testing selection, notifications, trusted-agent duties, and the handling of testing files.
Applies to: This instruction applies to all active duty and civilian members assigned to Osan AB, Republic of Korea (ROK) and all organizational units assigned to the base.
All military personnel assigned or attached to Osan AB, including geographically separated units and all civilians occupying a TDP are subject to random drug testing. (paragraph 1)
The 51st Fighter Wing (51 FW) Commander ensures the drug testing program is executed in a manner consistent with Air Force standards and directives. (paragraph 2)
Ensures all members are tested on day of selection unless member is in an authorized absence or mission essential status. Commanders will ensure that trusted agents update Drug Demand Reduction Program (DDRP) personnel no later than 1300 hours with confirmation of who was notified for testing and members unavailable with return dates. Members are to be tested upon their return to duty. (paragraph 2)
Trusted agents must be appointed in writing by commander and receive training either by attending a live session or an on-line presentation prior to assuming duties. (paragraph 2)
Files must be maintained for six months once all members have been tested. (paragraph 2)
