Applies to: This instruction applies to all entities within the OO-ALC.
All organizations in the OO-ALC who require changes to infrastructure, construction, space planning, renovation, or installation and maintenance of industrial plant equipment, and the associated expenditures to support their operations, will be required to follow this approval process. (paragraph 1)
The OO-ALC Development Plan will align infrastructure requirements to the Strategic Planning, Programming, Budgeting, and Execution process. (paragraph 5)
Complex development planning is the ongoing process of evaluating the factors affecting the physical development of the infrastructure required to support current and future mission requirements. (paragraph 5)
The infrastructure governance process must be evaluated and improved using Art of the Possible (AoP) process improvement model principles. (paragraph 6)
Where data indicates constraints, they will be identified and managed to optimize the performance of the constrained gates. (paragraph 7)
