It establishes board roles, composition, duties, meetings, minutes, and participation by civil agencies. It also sets procedures for off-limits establishments and areas, emergency declarations, and removal of off-limits restrictions.
Applies to: This instruction applies to all military assigned to, on active-duty orders, or Temporary Duty (TDY) to Kirtland Air Force Base (KAFB).
The 377 ABW/CC is the decision authority for placing establishments and areas off-limits and the proponent and exception or waiver authority for this instruction consistent with controlling law and instructions.
Schedule and preside at all meetings conducted quarterly.
Provide an agenda to each voting member at least 72 hours prior to each quarterly meeting.
The Commander, 377th Air Base Wing (377 ABW/CC), as the installation commander, establishes the AFDCB to advise and make recommendations for eliminating conditions adversely affecting the health, safety, morale, and discipline of personnel assigned to KAFB.
Military personnel who violate the specific prohibitions and requirements of this instruction may be prosecuted under Article 92 of the Uniform Code of Military Justice (UCMJ), or any other applicable article of the UCMJ, as appropriate.
