It establishes Kadena Disciplinary Action Program procedures, hearing processes, administrative sanctions, appeals, and barment actions. It also addresses investigations, notifications, pending criminal charges, and case activity periods.
Administrative hearing requires the subject, sponsor, and a unit rep to be present. (paragraph 1)
Upon completion of a hearing, the Hearing Officer will make a determination based on the preponderance of the evidence. (paragraph 1)
A minimum of 5 hours will be completed per week.
Family members and civilians facing pending Japanese criminal charges (other than minor traffic incidents) will not be allowed to leave Japan for any reason without coordination with the local legal liaison authorities and the approval of the United States Force Japan.
If the civilian or family member and sponsor have new, relevant information proving innocence, showing mitigating circumstances, or personal/family hardship not considered in the initial action, they may submit an appeal for reconsideration to the 18 MSG/CC within three business days of receipt of the disciplinary action memorandum.
