It establishes tenant farmer access approval and oversight processes, including municipal coordination and base access requests. It sets requirements for farming operations, structures, vehicles, flammable liquids, inspections, and continued access.
Applies to: This instruction is applicable to all 18 WG and partner units, and all tenant farmers requiring access to private property within 18 WG installations.
The farmer must submit a map of the land parcel currently being farmed, what kind of farming, their name, address and phone number. (paragraph 2)
The information must be delivered to Kadena’s Pass and Identification Center located at Kadena Gate 1 and routed to the 718th Civil Engineer Squadron, Installation Management Flight (718 CES/CEI). (paragraph 2)
If disapproved, the farmer must discontinue activities on the land parcel or will be considered to be trespassing on 18 WG installation. (paragraph 2)
Requests for base access that are not coordinated through the local municipality will be denied. (paragraph 2)
Renewals of farmer base passes or unescorted entry authorization listings should be started not later than 30 days before a base pass expires to avoid gaps in base access. (paragraph 2)
