The instruction covers classified shipments, aircraft engines, TMDE, material accountability, package carriers, reusable containers, after-hours movements, and passenger travel. It requires applicable personnel to receive training and certification and authorizes designated personnel to handle specified assets.
Applies to: This Joint Base McGuire-Dix-Lakehurst Instruction (JBMDLI) applies to all units on the installation.
Commanders will ensure all unit personnel who handle, process and ship arms, classified, sensitive, nuclear related material, and aircraft engines, are trained and certified in accordance with (IAW) applicable career field education training plan and local training standards.
Commanders will appoint, in writing on official memorandum, personnel who are authorized to process, ship, and receive arms, ammunition, and explosives (AA&E), classified, sensitive, and nuclear related material.
Commanders will ensure the memorandum is provided to the local Transportation Officer (TO), and it is updated as changes occur (at least annually).
Only personnel who are trained and have the appropriate security clearance will be authorized to handle these type assets.
