It establishes the Office of the SAF/MR within the Secretariat and addresses talent management, personnel policy, readiness, family support, and human capital technology. It assigns policy development, oversight, coordination, and governance duties across military and civilian personnel matters.
The SecAF retains ultimate responsibility for all policies related to the DAF. (paragraph 1)
The SAF/MR reports to the SecAF, serves as an agent of the Secretary within assigned policy and program domains, and provides guidance, direction, and oversight for all matters pertaining to the formulation, review, and execution of plans, policies, programs, and budgets within his/her area of responsibility. (paragraph 2)
Pursuant to Headquarters Operating Instruction (HOI) 90-1, Headquarters Air Force Mission Directives and Department of War Issuances Program, two or more HAF two-letter organizations with responsibilities in the same functional area are encouraged to develop SOPs that set forth procedures enabling covered organizations to fulfill and carry out their respective missions, roles, and responsibilities. (paragraph 2)
Leading teams that address strategic-level, long-range personnel and manpower issues associated with DAF priorities.
Serving as a mandatory coordinator on all formal responses, reports, and information for which the SAF/MR has responsibility that are intended for the SecAF, OSW, Congress, or organizations external to the DAF.
