It establishes the SAF/IA within the Department of the Air Force Secretariat and defines relationships with senior Air Force officials. It requires oversight of Security Cooperation, international affairs, Foreign Military Sales, disclosure policy, partnerships, and related programs.
The SAF/IA has overall responsibility for Security Cooperation programs and related activities for the Department of the Air Force (DAF). (paragraph 1)
The SecAF retains ultimate responsibility for all policies related to the DAF. (paragraph 1)
The SAF/IA reports to the SecAF, serves as an agent of the SecAF within assigned policy and program domains, and provides guidance, direction, and oversight for all matters pertaining to the formulation, review, and execution of plans, policies, programs, and budgets within his/her area of responsibility. (paragraph 2)
Overseeing development and execution of Security Cooperation programs through the Foreign Military Sales (FMS) process in accordance with Title 10 and Title 22, United States Code, and any applicable Memorandums of Understanding (MOUs); ensuring compliance with applicable laws and policies including the Arms Export Control Act (AECA), Foreign Assistance Act (FAA), 10 USC Chapter 16 (Security Cooperation), and National Defense Authorization Acts (NDAA). (paragraph 3)
Developing, negotiating, and concluding International Armaments Cooperation (IAC) agreements on behalf of the DAF and its two Military Services, developing policy, and managing IAC programs for which the DoD and foreign governments jointly manage efforts to satisfy common military requirements through cooperation in research, development, test, evaluation, acquisition, and production, in support of air, space, and cyberspace technology and systems.
