It establishes the Assistant Secretary of the Air Force (Financial Management and Comptroller) as part of the Secretariat and defines the SAF/FM’s financial management, comptroller, and resource-allocation duties. It requires compliance with the publication.
The SecAF is responsible for and has all legal authority necessary to conduct the affairs of the DAF. (paragraph 2)
The SAF/FM reports to the SecAF, serves as an agent of the SecAF within assigned policy and program domains, and provides guidance, direction, and oversight for all matters pertaining to the formulation, review, and execution of plans, policies, programs, and budgets within his/her area of responsibility. (paragraph 2)
Directing and managing all DAF comptroller and financial management functions, activities, and operations in accordance with the Chief Financial Officers Act of 1990. (paragraph 3)
Being responsible and accountable to the SecAF for directing and managing the efficient, timely, and responsive corporate conduct of the Budgeting and Execution phases within the SPPBE process as well as playing a supporting role in the planning and programming for the DAF. (paragraph 3)
Providing on behalf of the SecAF, appropriate fiscal oversight and integration of the DAF programming function, consistent with procedural guidance, to ensure compliance with Federal law. (paragraph 3)
