What plans are required for flight and ground tests?

Test organizations at the 412th TW will conduct flight and ground tests in accordance with an approved test plan (EAFBI 99-101, Test Plans) and an approved safety plan (AFTCI 91-202 Test Safety Review Process Edwards Supplement). (paragraph 1)
