It establishes policy and procedures for test plan categories, technical reviews, safety reviews, and amendments. It requires technical and safety reviews to be completed before testing begins.
Applies to: It applies to all test plans where 412TW resources will be used or are at-risk, even when the 412TW has no technical analysis and reporting responsibility.
Test plans are required for all tests in which 412TW resources (personnel, aircraft, equipment, facilities, etc.) will be utilized or are at risk. (paragraph 1)
All test plans involving 412TW resources will receive an independent technical review or Reasonable Use of Government Resources (RUGR) statement. (paragraph 1)
Changes to existing test plans must be reviewed IAW Section 4 of this instruction. (paragraph 1)
A major change is defined as any substantive change to test objectives, technical approach or test methodology, or changes to test procedures or test scope, such that the original TRM is no longer valid. (paragraph 4)
Minor changes are those that are within the technical scope of the previously approved package. (paragraph 91-202)
