It requires immediate changes when classification guidance requires them and sets controls for challenged, classified, and potentially compilable information.
All personnel of the Department of Defense are personally and individually responsible for properly protecting classified information and CUI under their custody and control.
Information identified as requiring protection against unauthorized disclosure in the interest of national security shall be classified Top Secret, Secret, or Confidential. (paragraph 4)
Information may be originally classified only by the Secretary of Defense, the Secretaries of the Military Departments, and other officials to whom they delegate this authority in writing. (paragraph 4)
Within 30 days of receipt OCAs shall provide a classification determination to requests for same from individuals who are not OCAs, but who believe they have originated information requiring classification.
If at any time, any of the security classification guidance contained herein is challenged, the items of information involved shall continue to be protected at the level prescribed by this guide until such time as a final decision is made on the challenge by the OCA. (paragraph 4)
