Applies to: It applies to all Air National Guard Personnel to include state employees responsible for the safety of Arms Ammunition & Explosives (AA&E), aircraft, facilities, personnel, and equipment.

Commanders can only accept risk, as the approval authority, for personnel or property that is under their command. (T-2).
Explosives operations involving unpackaged explosives requires a minimum of two qualified personnel. If deployed where performance of munitions procedures is likely, deploy a minimum of two qualified munitions personnel.
On duty ANG personnel will not take part in the transportation, storage, setup, or functioning of commercial fireworks or pyrotechnic displays. (T-2).
Forward risk assessments to ANG/SEW for concurrence 30 days prior to the explosives display event. (T-2).
