DAFPD91-2 establishes the DAF safety framework and assigns safety roles and responsibilities. It requires compliance with safety requirements, mishap prevention, privileged safety information protection, and safety awareness efforts.
Conduct Risk Management (RM) to protect DoD personnel from accidental death, injury, or occupational illness, protect DoD property from damage, and protect the public from risk of death, injury, illness, or property damage because of DAF activities. (paragraph 2)
Make informed risk decisions in accordance with mission objectives and priorities to eliminate, reduce, or accept risk in all military operations, planning, and activities, including but not limited to acquisition, procurement, logistics, information technology, facility management, and preservation of resources/assets both on and off duty. (paragraph 2)
Apply DAF occupational safety standards in all areas except where otherwise prescribed or specified in Status of Forces Agreements, or where specifically exempted. (paragraph 2)
Safety mishap investigations will have priority over all other related investigations of a mishap unless criminal activity is suspected as causal. (paragraph 2)
Safety reports and their attachments, or privileged information extracted from them, will not be used as evidence for punitive, disciplinary, or adverse administrative actions, including determining the misconduct or line-of-duty status of any personnel, or as evidence in a flying evaluation board, or to determine liability in administrative claims or litigation, whether for or against the Government. (paragraph 2)
