It covers security cooperation policy, foreign area officers, regional space advisors, interoperability, aviation leadership, technology transfers, and defense assistance. Compliance is mandatory, and the directive requires security cooperation activities to use standard Department of the Air Force systems, facilities, and procedures.
SC activities shall be planned, programmed, budgeted, and executed with the same high degree of attention and efficiency as other integral DAF activities. (paragraph 1)
Develop, resource, sustain, certify, and maintain USAF Foreign Area Officers (FAOs) and Regional Space Advisors (RSAs), including a management program to select, train, motivate, promote, and retain a cadre of officers to meet present and future needs. (paragraph 2)
Advise DoW on U.S. interoperability with allies and coalition partners and ensure materiel interoperability and standardization are considered in the conceptual approach in the development, production, and product improvement of all systems and equipment intended for use in coalition operations as documented in DoDI 2010.06, Materiel Interoperability and Standardization with Allies and Coalition Partners. (paragraph 2)
Establish and administer the Aviation Leadership Program (ALP) including funding ALP scholarships and ALP supplemental living allowances within Air Force appropriations, as directed by DoDI 2010.12, Aviation Leadership Program. (paragraph 2)
Establish a DAF lead agency for matters related to the international transfer of dual-use and defense related technology, articles, and services as directed by DoDI 2040.02, International Transfers of Technology, Articles, and Services. (paragraph 2)
