The performance of the act of heroism must be evidenced by voluntary action above and beyond the call of duty. (paragraph 3)
The medal may be awarded to foreign military members in grades equivalent to U.S. pay grade of O-6 and below, in actual combat in support of operations. (paragraph 3)
To strengthen the nomination, the following documents may be included in an award nomination package. (paragraph 1-2)
Recommendations must be appropriately justified and sufficiently detailed. (paragraph 3)
When a recommendation contains classified information, the classified information is not entered on the DAF Form 3994. (paragraph 1-2)
