DAFI91-205 addresses non-nuclear munitions, weapon-system safety analysis, hazard probabilities, risk mitigation, and validated urgent operational needs. It requires safety certification, documented hazard assessments, risk analysis, and eventual full design certification for permanent operational use.
Applies to: This instruction applies to all DAF civilian employees and uniformed members of the Regular Air Force, United States Space Force (USSF), Air Force Reserve, Air National Guard (ANG), and those with a contractual obligation to abide by the terms of DAF issuances, except where noted otherwise.
Prior to entry of new non-nuclear munitions into the USAF/USSF inventory, regardless of source, AF/SE certification of NNMSB safety and hazard analyses is required.
For all Air Force munitions under NNMSB purview, “inadvertent warhead detonation” is a mandatory hazard that requires safety analysis. (paragraph 51-401)
For all items under NNMSB purview, the NNMSB retains exclusive authority to assign hazard probabilities at the item level, regardless of any risk mitigations implemented at higher system levels. (paragraph 51-401)
If an urgent need involves fielding an item under NNMSB purview (see sections 2.2, 2.3, and 2.4), item-level safety hazards will be documented in a memorandum signed by the Chair of the Non-Nuclear Munitions Safety Board (NNMSB). (paragraph 6)
Not later than 180 days from NNMSB Validated Urgent Need Memorandum approval, the Program Manager will pursue full NNMSB design certification for permanent operational use in accordance with Chapters 4 and 5. (paragraph 6)
