The installation will accomplish all actions specified by the DAFI 91-204, discipline specific DAFMANs, and associated supplements regardless of the potential for reporting exemption for the mishap until the applicable Convening Authority has been determined, they have investigated in accordance with the procedures below, and they have determined the exemption applies.
Do not delay requesting the application of this exemption for more accurate cost data.
Units seeking to apply this exemption to a mishap occurring during a test under their authority will prepare a succinct statement of facts regarding the circumstances of the mishap and route it along with the most recent products provided in requesting safety review and test execution approval and documentation of that approval to the Convening Authority, via their safety staff.
Convening authorities will consider damage “expected” for the purposes of applying this exemption only when the relevant test planning process artifacts reflect that the possibility of the damage (regardless of assessed probability) was identified and communicated to the test execution and safety approval authority prior to the decision to approve the execution of the test.
Convening Authorities will ensure that events which include injury or damage to non-DoD equipment or property are investigated and reported as necessary based on the nature of the remaining non-exempt elements.
