It establishes procedures and defines roles and responsibilities for the LREC program, including FLPB and FLPP. It requires collection or maintenance of information protected by the Privacy Act of 1974 and prescribes records handling and waiver processes.
Applies to: This publication applies to all civilian employees and uniformed members of the Regular Air Force (RegAF), the United States Space Force (USSF), the Air Force Reserve (AFR), and the Air National Guard (ANG).
Submit requests for waiver through the chain of command to the appropriate Tier waiver approval authority, or alternately, to the requestor’s commander for non-tiered compliance items.
Foreign Language Proficiency Bonus (FLPB) program and the Foreign Language Proficiency Pay (FLPP) program.
Members receiving FLPB at issuance of this instruction who would not otherwise be eligible for FLPB based on the new rules in this publication, may retain eligibility through 31 July 2024, as long as the member’s certification remains current.
