It addresses confidential reporting, prohibited discrimination and harassment, alternative dispute resolution, formal complaint dismissal, and favorable personnel actions. It also requires data entry and records management for Equal Opportunity activities and makes compliance mandatory.
Compliance with this memorandum is mandatory.
All favorable administrative personnel actions (e.g., awards, promotion, retirements) for an alleged offender of an MEO complaint will be resumed or completed within seven calendar days of the complaint being dismissed or found to be not substantiated.
No favorable personnel actions (e.g., awards, promotion, retirements) may be withheld solely on the basis that the intended recipient is the subject of an EEO complaint without a substantive finding of misconduct.
Confidentiality in connection with a MEO confidential report cannot be maintained where there is a specific and imminent threat of serious bodily harm or death to an identified or readily identifiable person(s) or where the report reveals an intent to commit future crime or fraud.
Ensure MEO and EEO complaints, MEO confidential reports (excluding sexual harassment confidential reports), Negotiation and Dispute Resolution (NDR) Program, and other relevant DAF EO activities (e.g., general assistance, contacts, referrals) data is maintained and updated in the AF EONet as described in Chapter 8.
