It covers promotion procedures for Regular Air Force commissioned officers through colonel and promotion procedures for brigadier and major general. It also addresses twice non-selected officers, selective continuation boards, special selection review boards, and special boards.
Applies to: This publication applies to Department of the Air Force RegAF officers, including United States Space Force (USSF) members until such time as separate service guidance is published or otherwise annotated in this publication.
Special boards consider whether to recommend member, prospective member, or former AF member for appointment, promotion, merit-based reordering, retention, separation, retirement, or transfer to inactive status in a reserve component, for which the member should have been considered but was not considered or was improperly considered by a previously convened board, consistent with 10 U.S.C § 1558. (paragraph 2)
Members, prospective members, and former members of the AF request special board consideration by submitting a DD Form 149. (paragraph 6)
To the maximum extent practicable, a special board replicates the original board, to include composition of the board, procedures, and information furnished to the board. (paragraph 6)
For any promotion selection board convened to consider officers of the Chaplain Corps, the board will include three Chaplain Corps members, to include the Board President. (paragraph 1)
Pastoral leadership will be the primary evaluation criteria for chaplain officers, recognizing that at the field-grade and senior officer levels (Major through Colonel), these qualities are increasingly demonstrated through the chaplain’s leadership, mentorship, and support of the Chaplain Corps team(s).
