The publication addresses privately owned vehicle registration and insurance, traffic planning, restraint systems, traffic citations, point assessments, and vehicle impoundment. It requires valid registration and insurance, seat belt use, traffic recordkeeping, and procedures for impoundment and citation rebuttals.
Applies to: This publication applies to all uniformed members from all branches of the United States military, to include guard and reserve units, all Department of the Air Force (DAF) civilians, all Department of Defense (DoD) civilians and contractors, and all other personnel located within the confines of SSFB.
Rebuttals of traffic citations received later than 14 days after the offense are permitted only if the violator demonstrates that he or she did not receive notice of the citation. (paragraph 31-218)
Personnel who possess appropriate credentials to access Air Force Installations are required to possess valid registration and insurance at all times. (paragraph 31-218)
The use of radars or laser detection devices are prohibited on Air Force Installations. (paragraph 4)
All drivers and passengers on Air Force installations will wear seat belts, or in the case of infants, be properly restrained. (paragraph 4)
Use AFJIS to record vehicle traffic accidents, moving and parking violations, suspension or revocation actions and traffic point assessments involving military and DoD civilian personnel, their family members, and other personnel operating motor vehicles on a military installation. (paragraph 2)
