It addresses authorized and unauthorized government motor vehicle uses, transportation support, ground transportation capabilities, and Ground Transportation Operations Center administration. It requires compliance with the publication and establishes rules for transportation costs, fares, and proceeds.
Recover only costs directly related to category of transportation provided if the GMV supports both operational (mission), group, and mass transportation using Table 3.5.
In overseas areas only, the fare may not exceed the fare charged by commercial municipal transportation (if such transportation were available).
In isolated areas the fare charged will not exceed $1 per passenger, per round trip.
An operator cost is not charged if an off-duty volunteer drives the vehicle. (paragraph 1)
O&M reimbursements are not collected when GSA vehicles are used to support mission requirements. (paragraph 1)
