The publication contains reporting rules for aerospace vehicle maintenance status, communications equipment downtime, weather equipment, and ICBM and Rocket System Launch Program assets. It requires specified information in asset change messages and makes compliance with listed attachments mandatory.
Applies to: This supplement prescribes guidance and procedures for the Air Force Materiel Command organizations that manage or perform maintenance on AFMC owned/possessed aircraft regardless of Air Force Specialty Code as well as the procedures for the proper disposition of rocket missile motors.
The MESL does not determine airworthiness or "safety-of-flight": Do not use the MESL to gauge "go/no-go" decisions. (paragraph 2)
The maintenance status NMC flyable (Condition status codes K, L, M, N, P) will be used when an aerospace vehicle cannot accomplish the unit’s wartime, training, or test mission, but is still flyable (safe for flight). (paragraph 2)
A NMC flyable aerospace vehicle may be deployed as long as it can be returned to MC status (FMC or PMC) at the deployed site. (paragraph 2)
If the data acquisition unit (data logger) is inoperative, report system NMC (Red). (paragraph 1-3)
If any sensor necessary to report visibility, winds, altimeter setting and/or discontinuity group sensor is inoperable, report the system as PMC (Amber). (paragraph 1-3)
