Applies to: This publication applies to all units assigned, attached, and associated to 377th Air Base Wing and all Mission partners aboard Kirtland Air Force Base (KAFB) who use radio frequencies in facilities and the Kirtland area.
The electromagnetic spectrum is the range of frequencies of electromagnetic radiation extending from zero to infinity, measured in hertz (cycles per second). (paragraph 1)
Federal users must utilize frequency bands allocated for government or shared use in accordance with NTIA Manual. (paragraph 1)
Spectrum certification is the statutory process whereby national regulatory bodies, NTIA and Federal Communications Commission review telecommunications systems for compliance with national spectrum standards and determine electromagnetic compatibility. (paragraph 1)
Local purchases of spectrum-dependent systems will be reviewed by the installation spectrum manager to evaluate spectrum supportability prior to the obligation of funds.
Out-of-band operations are operated on a strict non-interference basis.
