Applies to: This instruction applies to all civilian and uniformed members of the DAF, the Air Force Reserve, the Air National Guard, and all who have a contractual obligation to abide by the terms of DAF issuances.
The Foreign Comparative Testing (FCT) program tests and evaluates foreign NonDevelopmental Items (NDI) that demonstrate potential to satisfy US military requirements. (paragraph 2)
