DoDM 5240.01 and DoDD 5240.1-R, Procedures Governing Activities of DoD Intelligence Components That Affect United States Persons, establish procedures to enable DoD to conduct authorized intelligence activities in a manner that protects the privacy and civil liberties of U.S. persons. (paragraph 5)
