Applies to: It applies to all personnel including, but not limited to, U.S. Army, Air Force Reserve, and Air National Guard (ANG) assigned or deployed to Aviano Air Base who handle or transport explosives.
The combat operations explosives operating environment will be used during contingency operations when increased NEW is essential to execute air tasking orders (ATO) or other mission essential operations. (paragraph 3)
Daily NEW limits allow full use of facilities, public traffic roads, parking lots, and aircraft parking locations. (paragraph 3)
CMs implement specific risk management actions to allow combat NEWs when necessary to meet mission requirements. (paragraph 7)
Daily NEW limits will not be directed by the 31 FW/CC, but it is the responsibility of the user to ensure compliance. (paragraph 8)
CMs impacting activities external to the user’s organization requires 31 FW/CC or 31 FW/CV approval. (paragraph 8)
