AFTTP3-2.87 provides an assessment framework aligned with Joint Publication 5-0 and describes commander and staff assessment actions during planning and execution. It addresses assessment approaches and plans, indicators, collection, analysis, communication, recommendations, and adapting operations.
Applies to: This MTTP publication applies to commanders and their staffs that conduct operations.
A continuous process that measures the overall effectiveness of employing capabilities during military operations in achieving stated objectives. (paragraph 5)
An operation assessment begins when planning begins. (paragraph 7)
The latter refines, formalizes, and communicates these decisions throughout the organization through written standard operating procedures (SOPs), an assessment annex, collection matrices, or other intermediate documents. (paragraph 2)
Once codified in an order, the assessment appendix then becomes a tasking statement to the staff on what to collect, how to collect, and what data are required to conduct assessment. (paragraph 3)
