The publication addresses WMD nonproliferation, counterproliferation, CBRN defense, medical support, and installation consequence management. It requires tactical CBRN operations to be integrated into all military operations and describes planning, response, recovery, and health-support activities.

Nonproliferation activities are actions that are taken to prevent the proliferation of WMD by dissuading or impeding access to, or distribution of, sensitive technologies, material, and expertise. (paragraph 2-44)
WMD offensive operations consist of actions to disrupt, neutralize, or destroy a WMD threat before it can be used or to deter the subsequent use of such weapons. (paragraph 4-13)
The installation commander is responsible for establishing the installation CBRN defense plan, including threat assessment, vulnerability analysis and reduction, emergency response, and immediate recovery operations across the range of possible CBRN hazards. (paragraph 6-11)
CBRN consequence management includes planning, preparing for, responding to, and recovering from the consequences of CBRN incidents, no matter what their causes. (paragraph 5-8)
All patients must be decontaminated before aeromedical evacuation. (paragraph 7-31)
