It establishes the Sustainment Enterprise Approach for Modernization to identify, develop, and execute efforts that fill capability gaps. It requires MAESTRO for enterprise visibility, strategic alignment, portfolio analysis, and project management of modernization projects.
Applies to: All AFSC military and civilian personnel involved in managing, overseeing the application of, or implementing solutions through technology modernization are subject to this instruction, with the exception of the Air Force Reserve and Air National Guard personnel.

MAESTRO will be used as the AFSC authoritative source of truth for demonstrating the alignment of technology modernization efforts to organizational and enterprise strategic goals.
MAESTRO’s scope will, at a minimum, encompass all CIP and externally funded technology modernization projects; however, AFSC/EN encourages all technology modernization efforts to be captured in MAESTRO to provide maximum enterprise visibility.
MAESTRO enables strategic oversight at the AFSC and AFSC/EN levels, ensuring alignment of organizational efforts with the AFSC Technology Modernization Strategy.
For CIP projects, prioritization will be in alignment with the AFSCI 20-101.
