The publication defines alliance types, agreement formats, approval roles, and procedures for assessment, coordination, execution, annual review, and closeout. It requires written agreements for arrangements outside AFRL and establishes requirements for maintaining alliance information in the enterprise agreements database.

Whenever an AFRL organization enters an arrangement with an organization outside AFRL, there must be a written agreement that describes what the arrangement will be and how resources will be exchanged and protected. (paragraph 1)
An Alliance Checklist (Attachment 2) is provided to aid in the process. (paragraph 2)
If additional work is necessary, that is outside the scope of the original agreement, an amendment to the agreement must be signed by both parties. (paragraph 2)
The STM shall review all alliance agreements on an annual basis to ensure the database agreements are still necessary and that all terms and conditions are still applicable. (paragraph 2)
Generally, alliances will close upon expiration of the document. (paragraph 2)
