When is a written agreement required for an AFRL arrangement?

Whenever an AFRL organization enters an arrangement with an organization outside AFRL, there must be a written agreement that describes what the arrangement will be and how resources will be exchanged and protected. (paragraph 1)

What must happen when work falls outside an alliance agreement's scope?
