AFPD25-3 governs Department of the Air Force policy for the acquisition and provision of logistic support, supplies, and services.

It redelegates authority to exchange logistic support, supplies, and services with eligible nations and international organizations and addresses implementing arrangements. It assigns financial management and logistics responsibilities, including oversight, controls, accounting, pricing, reporting, and training requirements.
Applies to: This publication applies to all Department of the Air Force personnel including the AF Reserve and the Air National Guard on Title 10 status.
The authority granted to the Secretary of the Air Force in DoDD 2010.9 is redelegated to the Commander of each Department of the Air Force Component Command to exchange logistic support, supplies, and services with eligible nations and international organizations, unless otherwise specified. (paragraph 1)
Procedures for negotiating and concluding an IA must be in accordance with DoDI 5530.3, International Agreements, AFPD 51-4, Operations and International Law, Air Force Instruction (AFI) 51-403, International Agreements, and AFI 25301, Acquisition and Cross-Servicing Agreements. (paragraph 1)
Department of the Air Force Component Commanders shall consider utilization of acquisition and cross-servicing agreement authorities equally in relation to other statutory authorities, programs, and international agreements that support military-to-military logistic engagements (e.g., foreign military sales, contracting, etc.) when planning, evaluating, or executing measure to meet logistic requirements. (paragraph 1)
Establish applicable controls to prevent exceeding the limitations of credits or liabilities applicable to acquisitions or transfers under acquisition and cross-serving agreement authorities. (paragraph 2)
Establish and maintain accounting, pricing, internal control and reporting procedures. (paragraph 2)
