AFPD11-2 governs Air Force policy and responsibilities for guidance applicable to aircrew flight operations.

It addresses flying training, qualification, and operations policy, including global interoperability requirements. It also sets oversight, implementation, publications management, and weapons-system guidance responsibilities.
Applies to: It applies to all active duty and Air Reserve Component aircrew personnel, and commanders and supervisors of aircrew personnel.
Ensure that all records created as a result of processes prescribed in this publication are maintained in accordance with Air Force Manual (AFMAN) 33-363, Management of Records, and disposed of in accordance with the Air Force Records Disposition Schedule located within the Air Force Records Information Management System.
To meet global interoperability requirements for the full range of aircraft operations, the Air Force will codify flying training, qualification, and operations policy and guidance in official Air Force publications. (paragraph 1)
Publications will adhere to current publications management guidance and delegate authorities at the lowest appropriate level. (paragraph 1)
Will provide oversight of aircrew operations, to include, but not limited to, training, standardization/evaluation, and general operations guidance and procedures. (paragraph 2)
Lead commands, as defined in AFPD 10-9, Lead Command Designation and Responsibilities for Weapons Systems, will author implementing guidance and procedures for specified weapons systems. (paragraph 2)
