AFPD10-3 defines operational utilization, categorizes requirements, and establishes policies for balancing mission demands with strategic depth. It describes concurrent equipment fielding and a six-step cycle covering requirements, resourcing, sourcing, execution, assessment, and forecasting.
Applies to: This directive applies to the Total Force, which includes all Air Force military personnel, in the Regular Air Force and in the Air Reserve Components, as well as Air Force civilian personnel.
Air Reserve Component operational utilization includes any authorized use of the Air Reserve Component allowed by statute, regulation and policy, including operational missions assigned in whole or part to the Air Reserve Component. (paragraph 1)
Air Reserve Component operational utilization requirements shall be categorized in an operationally-oriented requirements framework and then prioritized, in order to inform the Planning, Programming, Budgeting, and Execution process and resourcing decisions. (paragraph 1)
All three components will plan and implement concurrent and proportional fielding, modernization, recapitalization, and retirement of equipment, technology and legacy platforms among components. (paragraph 2)
