It establishes roles for commanders, separation and reclassification authorities, legal reviewers, and panel members. It requires elimination packages, panel reviews, recommendations, records, and controlled disclosure of panel proceedings.

The student’s Squadron Commander, or delegate, will submit the IST reclassification package to AFPC/DPMLT within 30 days of a student’s elimination from training or notification of any disqualification factors resulting in the student’s inability to attend training for greater than 6 months. (paragraph 2)
The AFPC/CC has delegated the authority for reclassification of probationary officers to AFPC/DPML, this may not be further delegated. (paragraph 2)
The panel will consist of five members including the panel president. (paragraph 2)
Panel members will review the elimination package using the whole person concept to determine if the officer should be reclassified or separated. (paragraph 2)
AFPC/JA will perform a legal review of eliminee cases when documentation in the elimination package indicates discharge for substandard performance of duty or misconduct, moral or professional dereliction, or other reasons under DAFI 36-3211, may be appropriate. (paragraph 2)
