AFMD44 covers safety policy, guidance, oversight, training, mishap prevention, risk management, nuclear safety, and safety technology. It requires compliance with the publication and assigns AFSEC responsibilities for Air Force and Space Force safety programs.
The AFSEC Commander, dual-hatted as the Chief of Safety, reports directly to the Chief of Staff of the Air Force and supports the Chief of Space Operations. (paragraph 2)
The four operational safety divisions (aviation, occupational, space, and weapons) oversee all 91-series, and assigned 90-series publications. (paragraph 3)
Develops and manages DAF-level proactive safety programs including but not limited to the Airman Safety Action Program (ASAP), Bird/Wildlife Aircraft Strike Hazard (BASH), Line Operations Safety Audit (LOSA), Military Flight Operations Quality Assurance (MFOQA), and Safety Report (SAFEREP) to encourage safe practices and aid in mishap prevention. Provides Nuclear Safety Certification through independent technical analysis for all nuclear weapon system-related hardware, software, facilities, and equipment. (paragraph 3)
AFSEC achieves this through the Air Force Safety Management System (AFSMS), which promotes safe practices, eliminates mission-hindering hazards, provides DAF-level training and education, and fosters a safety-conscious culture within the Air Force. (paragraph 1)
