It defines AFOTEC’s role as the Air Force’s operational test agency, including independent assessments, testing, evaluation, and reporting. It requires leadership of operational test activities across acquisition programs, systems, experiments, and technology demonstrations.
As an independent OTA, participates in the Unites States Air Force (USAF) acquisition process without undue influence by development agencies, development contractors, users, or other external agencies. (paragraph 3)
Independently leads OT&E on USAF acquisition programs, to include new and existing systems, modification programs, commercial-off-the-shelf items, non-developmental items, and tailored acquisitions, with consideration given to emergent joint service, allied, and other agency mission capabilities. (paragraph 3)
When directed, leads, manages and/or participates in multi-Service, multi-agency, DoD, and USAF operational test activities. (paragraph 3)
Executes rapid and tailorable independent assessments of experiments, prototypes, and technology demonstrations; determines military utility in realistic operational environments. (paragraph 3)
Establishes credibility requirements for modeling and simulation use during AFOTEC-led OT&E and produces modeling and simulation accreditation plans and reports accordingly. (paragraph 3)
