The mission of the National Guard Bureau is to— a. Participate with the Army and the Air Force staffs in the formulation, development, and coordination of all programs, policies, concepts, and plans pertaining to or affecting the National Guard, the Army National Guard of the United States, and the Air National Guard of the United States. Develop and administer such detailed operating programs as are required for the operation of the Army National Guard and the Air National Guard, based on approved programs, policies, and guidance from the Department of the Army and the Department of the Air Force. (paragraph 2–1)
The Governor of each State, Guam, the Commonwealth of Puerto Rico, and the Virgin Islands is the Commander in Chief of all Army and Air National Guard units not in active Federal service within his or her jurisdiction. (paragraph 1–6)
