FWS and GS employees with potential, but lacking qualifications, can become qualified for current or projected positions through competitive selection for mission-supportive job experience and through job-related training and education.
Provide FWS and lower grade GS employees with an opportunity to enter bridge, or entry-level, developmental positions through planned on-the-job-training and formal training. (paragraph 7)
