AFMAN40-401 governs the care and use of animals in Department of Defense research, development, test, evaluation, and training programs.

It establishes procedures, responsibilities, and policies for animal care and use in DoD-conducted and supported RDT&E or training. The publication addresses oversight offices, IACUCs, training protocols, animal facilities, overseas programs, prohibited uses, and complaints.
Ensure that required training protocols are submitted in the DoD standard animal use protocol format or in an alternate format approved by USD(R&E) and are reviewed and approved by a duly constituted IACUC. (paragraph 9)
Ensure animal housing facilities, enclosures, and equipment are inspected and approved by a DoD veterinarian before receiving animals. (paragraph 9)
Activities subject to this publication conducted by the DoD outside the United States will comply with References (d) through (aa), as well as, the host nation requirements for the acquisition, transportation, housing, control, maintenance, handling, treatment, care, welfare, use, and final disposition of animals. (paragraph 1-4)
To ensure a compliance inspection is conducted at each DoD facility at least every three years by the Component oversight office. (paragraph 0)
