The publication addresses range operating authorities, targets and target material, transportation-related equipment and vehicles, and waiver processing. It requires compliance with applicable motor vehicle, traffic safety, vehicle management, and ground transportation guidance, and restricts procured items from off-range functions.
Applies to: It applies to all Regular Air Force, Air National Guard (ANG), and Air Force Reserve range operating authorities.
Procured items shall not be used to support any off-range functions.
Targets and target material may be procured from local sources or the Defense Logistics Agency (DLA) IAW DoDM 4160.21 Volume 1, Defense Materiel Disposition: Disposal Guidance and Procedures; DoDM 4160.21V2, Defense Materiel Disposition: Property Disposal and Reclamation; DoDM 4160.21 Volume3, Defense Materiel Disposition: Reutilization, Transfer, And Sale Of Property; and DoDM 4160.21 Volume 4, Defense Materiel Disposition: Instructions for Hazardous Property and Other Special Processing Materiel.
The range operating authority will ensure acquired items repurposed for the transport of an operator or passengers comply with DoDI 6055.04, DoD Motor Vehicle and Traffic Safety; AFI 24-302, Vehicle Management; DAFI 91-207, The Traffic Safety Program; AFI 24-302, Vehicle Management; DAFI 24-301, Ground Transportation; DAFI 91-207, The Traffic Safety Program; and DoDI 6055.04, DoD Motor Vehicle and Traffic Safety.
T-1, T-2, and T-3 waivers automatically expire 30 days after a change of command unless the new commander renews the waiver. (paragraph 33-360)
For compliance items not identified with a Tier number, waiver authority is delegated to the Headquarters Air Force Operational Training Infrastructure Division (AF/A3TI). (paragraph 33-360)
