It requires review of Flash Bulletin 24-14 before hoist operations using the ESDC and specifies ESDC use when relative humidity is at or below 40%. It also addresses abnormal static discharge, including hoist termination, incident logging, and medical evaluation after a static shock.
Applies to: This guidance is applicable to all AETC assigned, attached, and gained HH-60W aircrew.
Non-live hoisting is authorized without restriction (with or without the use of an ESDC correctly attached to the rescue hook eyelet).
Abnormal static discharge includes repetitive popping or clicking noise over the ICS which interferes with normal communication, any static shock while not in contact with the ground, or continued discharge not related to the device.
Aircrew experiencing abnormal static discharge during missions must weigh the risk to personnel against the need to continue hoisting. Aircrew should also consider alternative insertion/extraction methods and other training remaining on the mission.
