The publication administers the Air Force Hearing Conservation Program to prevent occupational illness and injuries from hazardous noise. It assigns responsibilities, addresses commander waivers during mission essential, contingency, or emergency operations, and requires records management.

Contractors must comply with state and federal noise standards, and are exempt from compliance with this instruction.
During mission essential, contingency, or emergency operations, commanders may waive the provisions of this instruction; however, when commanders waive procedures, they must ensure all supervisors exercise caution, make certain all subordinate personnel are aware of hazardous noise conditions, and take actions to protect the health of personnel.
Ensure Air Force operations involving occupational and combat-related exposure to hazardous noise establish and maintain HCPs in compliance with Federal and DoD requirements. (paragraph 2)
Ensure the gaining Military Treatment Facilities (MTFs) have funds to send all new Air Force audiologists to a hearing conservation program-training course at USAF School of Aerospace Medicine (USAFSAM) within one year of assignment to first duty station for active duty or within the first year of employment for civilian audiologists. (paragraph 2)
