The publication addresses civilian resource management responsibility, employment planning, budget execution, corporate board oversight, and reporting. It requires managers and supervisors to align appointments, schedules, positions, compensation, and rewards with workload, funding, budgets, authorities, and management practices.
Applies to: This supplement applies to all supervisors and managers of Nellis and Creech AFBs and the Nevada Test and Training Range civilian personnel resources.
Each manager who employs civilian personnel within the chain of command must manage civilian resources properly and is accountable for their immediate supervision. (paragraph 2)
Match civilian appointments (permanent, term, or temporary) to the projected length of the workload and the available funding. (paragraph 2)
Appoint employees on a temporary basis when execution year dollars are used to fund the position from other than civilian pay. (paragraph 2)
Prepare an employment plan for the following fiscal year, not later than March of each year. (paragraph 2)
Periodically reviews employment plans and compares civilian pay expenditures against budgetary targets. (paragraph 2)
