It establishes selection and approval authority for the Chief Master Sergeant of the Air Force, Command Chief Master Sergeant, and group senior enlisted leader positions. It provides guidance for senior enlisted councils and covers Command Chief Master Sergeant selection, assignment, tenure, and roles.

In collaboration with the Chief of Air Force Reserve (AF/RE) and the Director of the ANG (NGB/CF), the Deputy Chief of Staff for Manpower, Personnel and Services (AF/A1) develops guidance and procedures for Chief Master Sergeant of the Air Force, Senior Enlisted Leadership Management, and Air Force Enlisted Council Programs.
Submit requests for waivers through the chain of command to the appropriate Tier waiver approval authority, or alternately, through the chain of command to the CMSAF for non-tiered compliance items.
Changes include (1) Updating the active duty Command Chief Master Sergeant (CCM) selection process, (2) updating the active duty CCM assignment process, (3) codifying the career field manager (CFM) selection process, (4) establishing the Air Force Career Field Manager Council (AFCFMC), (5) adding acronyms.
References throughout to “12 Outstanding Airmen of the Year” are hereby changed to “Outstanding Airmen of the Year”.
