The publication addresses program approval, public events, military aircraft support, aerial demonstrations, tours, open houses, and public inquiries. It requires security and policy review for speeches, sets participation criteria, and establishes requirements for certain event requests and tour participants.
Applies to: This publication applies to all United States Air Force Academy (USAFA) personnel.
To ensure every planned event complies with public law and DOD policy, at least one condition in each of the following participation criteria categories must be met: Program, Sponsor, Support, and Site. (paragraph 6)
Providing government facilities such as housing and messing at government expense to non-DOD civilians is a prohibited type of selective benefit or favor. (paragraph 3)
Air Force members may appear in uniform at local community-wide, civic-sponsored events only when the approving commander believes participation is appropriate and in good taste; the individuals volunteer for the assignment; there is no interference with military duties or operations; participation involves no additional cost to the government; and the event meets the basic participation criteria below. (paragraph 3)
Requests for non-aviation-related event exceptions-topolicy flyovers and single ship tactical demonstrations should reach SAF/PAY at least 45 days before the event. (paragraph 6)
Aerial events for retirement or change of command ceremonies are not authorized at any off-base locations.
